“We need to look at least a generation ahead. Without an increase in the birth rate, we will not solve the problem of population reduction, and therefore the shortage of personnel. Families should have at least two children, and a large family should become the norm of life. Today there are only 15% of such families,” said the Chairman of the Board of Directors of Delo Group.
Sergey Shishkarev informed the participants of the State Council on the corporate demographic program, which has been in place in the Group since 2022. The program includes the grant of corporate family capital in the amount of RUB 1 million upon the birth of a third and subsequent child. The program is targeted both at improving the quality of life and enhancing the social status of families with children.
In opening the meeting, Russian President Vladimir Putin noted that responsible businesses are already working to support families, supported “such a truly governmental, mature approach” and proposed to exempt company payments to employees from personal income taxes and insurance contributions.
“Such a truly governmental, mature approach should certainly be supported and encouraged. Today, such a lump-sum payment by a company to its employee is already exempt from personal income taxes and insurance contributions, but only up to 50 thousand rubles. I propose to increase this amount up to 1 million rubles. Including if these funds are paid in the form of material assistance. And also consider such expenses of companies as economically justified when charging income tax,” the head of state suggested.
At the end of his speech, Sergey Shishkarev presented Vladimir Putin with a bust of Dmitry Mendeleev, who made a great contribution to the development of demographic science, and a unique photo from 1911 with the family of Rostov's outranking officer Nikolai Ershov and his 10 sons.

Delo Group was one of the first companies in the country to launch its own corporate program to support fertility, motherhood and childhood for its employees. The program provides for progressive benefits and their sharp increase with the birth of the third child. The package of measures also includes payments at the birth of the first and second child, financial assistance to parents who leave work before the end of childcare leave, reimbursement of kindergarten expenses, and vouchers to children's health camps.
