Delo Group has published its Report on the Contribution to the Achievement of the National Development Goals of the Russian Federation. This is the Group’s first non-financial report presented in a new format that measures its 2025 performance through the lens of Russia’s national development priorities.
Delo Group has been publishing consolidated non-financial reports since 2022. While maintaining continuity with Russian and international disclosure standards and incorporating the Business Public Capital Standard (BPCS), the Group has, for the first time, structured its results according to the national development goals established by the Presidential Decree of the Russian Federation.
The Group’s contribution to the national goal of a “Sustainable and Dynamic Economy” is primarily reflected in the development of transport and logistics infrastructure. In 2025, investments in terminals and infrastructure exceeded 32 billion rubles, bringing cumulative investments since 2003 to 217 billion rubles. The share of procurement from Russian suppliers reached 98%, with purchases totaling more than 52.7 billion rubles. The Group’s tax payments and other mandatory contributions amounted to 6.3 billion rubles in 2025.
As part of the national goal of “Preserving the Population, Promoting Health, and Enhancing Well-Being”, the Group continued to expand its corporate demographic programme. Spending on employee family support increased by 27% year-on-year to 124 million rubles, of which more than 78 million rubles was allocated to families with two or more children. Investments in the health of employees and their children totaled 274 million rubles, while overall employee social support reached 784 million rubles.
The Group contributes to the national goal of a “Comfortable and Safe Living Environment” through investments in the development of the regions where it operates, which amounted to 246 million rubles in 2025. It also places significant emphasis on “Environmental Well-Being”, consistently reducing its environmental footprint. Over the past two years, greenhouse gas emissions have declined by 18.5%, while both water consumption and waste generation have also decreased.

At the same time, we have preserved the methodological framework we have been developing since 2022 and continue to follow the recommendations of leading Russian and international reporting standards.
