In July 2021, a representative office of the multimodal logistics operator Ruscon, a part of Delo Group, in Shanghai Ruscon Shanghai International Logistics Ltd. (hereinafter referred to as the Ruscon representative office) received an NVOCC (Non-Vessel Operating Common Carrier) license from the Ministry of Transport and Communications of the PRC.
Thus, the Ruscon representative office acquired the official status of a carrier of export and import cargoes by sea with the right to issue its own bills of lading. Possessing it, the company can completely relieve its customers from participating in the routine procedures associated with the movement of cargo. In fact, they are provided with the services of a kind of «one window», the shipper's only concern is to conclude an agreement with the Ruscon representative office at very favorable rates.
Mr. Bair Rinchino, Director of the Ruscon representative office, commented on this event: «Obtaining an NVOCC license is a very difficult matter. It is necessary to prove to the Ministry of Transport and Communications of the PRC the ability of the applicant company to provide quality service, as well as provide financial guarantees. The fact that Ruscon Shanghai International Logistics Ltd. received such a license, testifies to the reliability of the representative office and the highest standards of customer service. The NVOCC license, on the other hand, enables us to provide the latter with the most favorable conditions for concluding contracts for transportation, since the representative office in this case acts as a cargo owner, which allows us to conclude direct service contracts with shipping lines and receive preferential rates.
In addition, Ruscon Shanghai International Logistics Ltd. is for clients at the same time a sea carrier, a freight forwarder and a consignor of cargo. This saves them from preparing accompanying documentation, the need to organize the export of cargo to the port of departure, intra-port formalities and placing an application for transportation directly with the line agent. In addition, the issuance of our own HBL Bills of Lading simplifies the financial transactions of clients and guarantees the protection of their business information».
